Assumptions

•
A short piece of the curve over dx is nearly straight, so its length is √(dx² + dy²) = √(1 + (dy/dx)²) dx.
•
Here dy/dx = (3c ÷ 2)√x, so 1 + (dy/dx)² = 1 + kx with k = 9c² ÷ 4, and its square root integrates by u-substitution.
•
The curve starts at the origin with c positive. The arc is never shorter than the straight chord from (0, 0) to its end.

Step-by-step

WE KNOW
c = 2/3, b = 3
FIND
height at the right end (y(b)), length of the straight chord (d), coefficient inside the root, 9c² ÷ 4 (k), length of the arc (L)
Step 1 · Find height at the right end (y(b))
Use y(b) = c × b × √(b)
Put
x

b

the
curve,

Step 2 · Find length of the straight chord (d)
Use d = √(b² + y(b)²)
The chord runs straight from (0, 0) to the end of the arc; the arc found below must be at least this long.

Step 3 · Find coefficient inside the root, 9c² ÷ 4 (k)
Use k = 9 × c² ÷ 4
The
slope
is
dy/dx

)√x,
so

Step 4 · Find length of the arc (L)
Use L = (2 ÷ (3 × k)) × ((1 + k × b) × √(1 + k × b) − 1)
With
u
